Sir:-
I am directed by Secretary Sir E. Grey to acknow-
ledge the receipt of your letter 10287 of the 18th.
ultimo enclosing copy of a despatch from the Governor
of Hongkong with regard to the registration in the
Colony of a Company formed for the purpose of publish-
ing newspapers in China.

I am to say that Sir E. Grey entirely agrees with
the Secretary of State for the Colonies in thinking
that there is no reason why the administration of a
British Colony should in any way assist an undertaking,
the main object of which appears to be to disseminate
sedition in a neighbouring and friendly country, and I
am to thank you for your suggestion as to the possible
means for showing that His Majesty's Government in no
way countenance such proceedings.

The course proposed in your letter is that "when
